BCDA exec: Clark becomes the future highlight of Philippine development

CLARK FREEPORT ZONE — Clark is poised to be the highlight of Philippines’ future, with billions of pesos in investments and construction projects being developed in the freeport zone, Bases Conversion and Development Authority (BCDA) President and CEO Vivencio Dizon said to reporters at the Association of Southeast Asian Nation (ASEAN) 11th Defence Ministers’ Meeting and 4th Asean Defence Ministers’ Meeting-Plus at the International Media Center in Hotel Stotsenberg in Clark Freeport Zone.

Accompanying Dizon were Clark Development Corporation (CDC) President Noel Manankil and Vice President for Commercial Development of Clark International Airport Corporation (CIAC) Darwin Cunanan.

The infrastructure projects under President Rodrigo Duterte’s “Build, Build, Build” program are essential to the progress in Central Luzon and to the ASEAN. Manankil mentioned several international companies located here. The Marriott Hotel, first five-star hotel in Clark, is to be finished on November 2018.

Then there is the Hilton Clark Sun Valley Resort which is a mixed-use development 268-key hotel that includes a casino and 304-hectare private country club.

The Aqua Planet, a water theme park will be the latest attraction in Clark scheduled to be opened next month. The facility will feature persons with disability-friendly accessibility.

Once the New Clark City operates as the country’s first smart, green and disaster-resilient city, it will be offered to the private sector to attract investments. The CDC said it is studying the master plan for the 9,450-hectare infrastructure project.

Clark airport will be undergoing extensive renovation beginning next year. It has accommodated 1.162,778 million passengers for this year alone.

SSS Investing 30 billion pesos

SSS announces P30-billion investment in Clark

MANILA — The Social Security System (SSS) is set to invest P30 billion in the hotel sector in mutual undertaking with Clark Development Corporation (CDC) and the Bases Conversion Development Authority (BCDA).

It is the first joint venture between the state-run corporations. SSS chairman Amado Valdez said the government corporation plans to join the bandwagon in the development of the Clark Freeport Zone under President Rodrigo Duterte’s “Build, Build, Build” infrastructure plans. Clark is set to be the highlight of Duterte’s program.

The CDC confirmed the SSS is eyeing to put its multi-billion portfolio into good use at the 4,400-hectare Clark economic zone. The returns of the SSS investments will greatly benefit its 34 million members.

“There is great potential in Clark Freeport Zone,” SSS commissioner Jose Gabriel La Viña said, “it can generate a lot of investment returns. It could even rival Singapore in the coming years.”

Clark Economic Zone is set to be the only smart and green city in the Philippines, where it will build an agro-industrial park, a food-processing terminal and various real estate projects.

DICT mulls pairing with small ISP companies

MANILA — With the Court of Appeals (CA) made public a ruling that affirmed the legality of the P69.1-billion deal by Pangilinan-led PLDT and Ayala-led Globe involving the telecommunications business of San Miguel, the Department of Information and Communications Technology (DICT) will find an alternative plan to break the duopoly of the two giant telecommunication companies.

The government plans to partner with small internet service providers (ISP) to bring down the cost of the internet, especially in rural areas since there is now a high demand in the Philippines, said Eliseo Rio Jr., officer-in-charge of the DICT. The plan involves several phases and components of the DICT’s P77.9-billion National Broadband Project (NBP). It is meant to send a message to smaller ISP that they have the full support of the government in the hopes of increasing their ranks.

The DICT hopes it would lead to more access to affordable bandwidth for the government infrastructure and ultimately pass the savings to end-users.

“This partnership of government and small players will constitute the third player,” Rio said in a social media post, “in providing free wi-fi in public places nationwide, DICT is going to subscribe to ISPs, which will increase in numbers because of this demand.”  

He explained the existing ISPs can be contracted within the year. It will rely on facilities of commercial providers initially leased and eventually the DICT will acquire its own international gateway by 2019 with a capacity of 2 terabits per second.

Almost all Philippine landing stations are owned by PLDT and Globe. DICT hopes to have its own landing stations linking the country to the world in Baler, Aurora and Roro Point, La Union. Rio further explained the NBP will activate the Domestic Wideband Information Network (DWIN), which includes the government’s own backbone and middle mile network, by 2019 and would likely use the nationwide network of state-run National Transmission Corp. In time the ISPs can move to the government’s network in providing “last mile” links to various access points for public places, schools, military and police posts.

“Our people will start feeling improvement in our internet access around the third quarter of 2018. RA10929 or The Free Internet Access to Public Places Act will cover around 250,000 public places,” Rio said.

Bidding exercise will begin in November this year which the DICT hopes the ISPs will join. The bid price would be in the form of subscriptions “which include the cost of leasing the backbone and the middle mile from existing commercial providers and the last mile that they will provide.”

DICT’s latest initiative has the blessing of the industry advocates. “The crucial enabler of a diverse and innovative last mile access network, whether in the metro or in rural areas is the availability of transparent and reasonably priced, reliable wholesale internet connectivity,” said Winthrop Yu, Chair of the Internet Society, Philippines Chapter.

“We are heartened to hear of DICT’s plans to provide the internet backbone and middle mile to downstream players at fair, reasonable and transparent terms, and hope this can be fast-tracked,” Yu added.

However it has its limitations. Rio said they are mainly focused in the fixed-internet space, which comprises a “big market.” PLDT and Globe have the mobile services for now.

“If one is mobile, then he/she can access the internet on the mobile networks owned by the duopoly,” Rio said, “but as I pointed out, 80 percent of the time, we are stationary. “

“This can now be done because smartphones can automatically and seamlessly connect from fixed to mobile internet access and vice-versa,” he explained.

TTKD street party gives millennials a nostalgic trip from Pinatubo

ANGELES CITY — The 25th Tigtigan Terakan Keng Dalan (TTKD or Singing and Dancing in the Street) will get a new feature aside from the yearly musical bands and parties on October 27-28.

This will be an opportunity to give the millennials an insight of what happened during the Mt. Pinatubo eruption in 1991. Called the “Pamangasnang lahar,” the young partygoers will smear each other’s face or arms with volcanic materials, i.e the sand and ash that Mt. Pinatubo spewed out.

“We want to bridge the gap between millennials and older TTKD-goers,” Joy Cruz, the city’s deputy tourism officer said, “we want them to experience a bit of this disaster that befell our city and how we overcame it through courage and hard work.”

The TTKD was organized by Mayor Edgardo Pamintuan on the last Saturday of October 1992, during his first term, to promote Angeles City has risen from the Mt. Pinatubo disaster. It was dubbed as the local version of Germany’s annual Oktoberfest celebration. Instead commemorating a royal wedding, Angeles city’s version is to celebrate the resiliency of its citizens to overcome the stupor after the eruption and make the city whole again.

The first TTKD was held on a stretch of MacArthur Highway in Barangay Balibago, invited the local bands to play, and sell food and drinks by the business establishments. The venue has now been expanded to a kilometer of road. For the first time, there will be a culinary fests and artists’ villages along with the usual festivities.

Businessman Salvador B. Zamora II plans to set up a $1.5-B LRT4 railway

MANILA — A $1.5 billion Light Rail Transit Line 4 in Metro Manila by businessman Salvador B. Zamora II is being offered to build and operate as a new investment in a railway project.

It would link up Taytay, Rizal and the Ortigas Business District, which is a 20-kilometer line. It will be Zamora’s latest endeavor into transportation enterprise after selling his stocks in the Metro Rail Transit Line 7 to San Miguel Corp, the year before.

“We are preparing the papers,” Zamora said in an interview. Initial talks with the Department of Transportation he said has begun.

Zamora said he is trying to secure a congressional franchise to operate, given recent statements by Speaker Pantaleon Alvarez that certain businesses are required to obtain, including public transportation entities.

“It might be easier to go with a franchise, you are protected by the law,” Zamora noted.

Big businesses see big returns in railway projects as the investors are slowly moving away from the over-congested venues of Metro Manila. As part of the government’s plan to decongest the metro, the private sector sees a massive commercial potential.

A similar LRT-4 project was approved by the board of the National Economic and Development Authority in 2015. But it lapsed in 2016.

It is hoped that the project will help ease the traffic congestion along the Ortigas Avenue especially during rush hours and alleviate the limited public transport for the people in Taytay and nearby areas.

Pampanga placed 2nd as most peaceful province in the country

CITY of SAN FERNANDO, PAMPANGA — Thanks to the never ending efforts against illegal drugs and better communication between the Philippine National Police (PNP) and barangay captains, Pampanga is one of the most peaceful provinces in the country.

This was announced by the governor, Lilia Pineda, during the Punong Barangay Assembly on Community Peace and Order and Public Safety held recently at Kingsborough International Convention Center in the City of San Fernando. Pampanga is ranked two as most peaceful province, this according to the PNP’s assessment.

“The crime rate dropped, no rape and robbery cases, and the peace and order is good, thanks to our massive campaign against illegal drugs and the help of barangay captains,”   she said.

Another effort to keep Pampanga more peaceful, the governor has assigned the barangay captains to register all motorcycle owners in their barangays and keep a record. The measure is to stem the rise of riding-in-tandem criminals and motorcycles snatchers. The record will help the enforcers to identify the criminals.

This after President Rodrigo Duterte removed the PNP as the main operating force in the government’s campaign against illegal drugs. The PNP has reverted back its main duty of maintaining peace and order in the country.

Clark International Airport among the Best in Asia

CLARK FREEPORT ZONE — Sleeping in Airports, a travel website, listed Clark International Airport as one of the top 25 in Asia.

Clark airport is on the 22nd slot this year, along with Iloilo International Airport on 12th slot, Mactan–Cebu International Airport on the 13th slot, and Davao Francisco Bangoy International Airport at 17th. Department of Transportation Secretary Arthur “Art” Planta Tugade congratulated Clark Airport management for making the 22nd slot saying, “while it is good that we are not listed among the worst, let us work even harder to be included among the best.”

This is the second time Clark Airport was included in the list by the travel website. It is slowly living up to its potential to becoming the premier international gateway of Northern Philippines. The Clark International Airport Corporation (CIAC) is currently negotiating with other airlines to transfer flight operations to Clark Airport as part of the government’s efforts to decongest Metro Manila.

The Ninoy Aquino International Airport is now off the list of Asia’s worst air terminals. It was listed for its bullet-planting scheme, power outages, inefficient air-conditioning and lack of seats last year.

Singapore’s Changi International Airport remained the at the top spot, seconded by Seoul Incheon International Airport in South Korea, third is Tokyo Haneda International Airport in Japan, Hong Kong International Airport, and Tokyo Narita International Airport in Japan.

Marawi City siege finally over

MARAWI CITY, PHILIPPINES (UPDATED) – President Rodrigo Duterte announced, “Ladies and gentlemen, I hereby declare Marawi City liberated from the terrorist influence that marks the beginning of rehabilitation.”

This was the statement he made on his 7th visit to Marawi City Tuesday, October 17. Marawi City have been under siege for more than five months by the local armed groups whose leaders pledged allegiance to the international terrorist network Islamic State (ISIS).

The Armed Forces of the Philippines have been fighting the terrorists to remove them from the city. However, AFP Spokesperson Brigadier General Restituto Padilla said the conflict in Marawi still ongoing. “It will not stop until armed elements surrender. They no longer have complete control of the city.”

“There are still a few more that are left, and a few more hostages that are still in the war zone area. The declaration of the President hopefully gives way to the entry and start of rehabilitation, reconstruction, and rebuilding of Marawi.”

The rebuilding of Marawi “needs to have the go signal of the President that’s why the declaration has been made.” Padilla said, “but the fight for the remaining armed members that are still in the area continues and based on the ground commanders’ testaments.”

Yesterday, government troops killed Isnilon Hapilon and Omar Maute, the top leaders of the Maute Group and the Abu Sayyaf Group, behind the siege and rescued 17 hostages.

More than a thousand people were killed in the conflict and more bodies are expected to be retrieved as they clear the area.

The US and Australia, both treaty allies, provided support by flying surveillance planes to locate the enemies.

Pres. Duterte vows to rebuild Marawi City. He has instructed Congress to allocated funds for Marawi’s rebuilding in the 2018 budget.

Battle of Marawi ending soon

MARAWI CITY — The Armed Forces of the Philippines (AFP) said yesterday the battle of Marawi City would end soon.

Yesterday, FA-50 fighter jets continued to bomb the terrorists’ stronghold which now shrunk to about 2 hectares, said Col. Romeo Brawner, Jr., deputy commander of Task Force Ranao. Government forces have been battling the Islamic State (IS)-inspired terrorists for months now.

“We hope that the end of this Marawi conflict is drawing near,” Brawner told reporters. The terrorists have dug in and used basements to escape the fighter jets’ bombings . The latest clashes brought 20 soldiers wounded and one dead. The terrorists’ death stands at 822 dead since the siege have begun since late May.

40 terrorists remained in the warzone area,Brawner said, including leaders Omarkhayam Maute of the Maute terrorist clan and Isnilon Hapilon of the Abu Sayyaf bandit group. About 100 civilians are still in the battle zone, including hostages and families of the terrorists.

“Women and children are now forced to fight together with the Maute fighters. These are desperate measures the Maute are doing. This is their last defensive stand,” he added. The terrorist group are attempting to establish an IS enclave in Southeast Asia.

Government troops managed to rescue hostages from the battle zone. A 16-year girl became the 21st hostage to be rescued this month. Seventeen other hostages including nine women were also recused last October 4. Brawner said the military hoped the civilians who remained in the battle are still alive.

“The Maute is now using the hostages as human shields and baits to pinpoint the location of our soldiers,” he said but insisted the military was really “near to liberating the city.”Pres. Rodrigo Duterte earlier warned to reporters not to celebrate the eventual liberation of Marawi, citing the deaths and devastation there. “When we leave Marawi, we go quietly. We do not want to show any kind of celebration or happiness,” he said.

Breaking news: Abu Sayyaf leader Isnilon Hapilon and Omar Maute, one of the leaders of the ISIS-inspired Maute group, have been killed.

Colonel Edgard Arevalo, public information chief of the Armed Forces of the Philippines, said they received field reports that the two local terror leaders are dead.

The military are still waiting for official confirmation of the reports.

The confirmation of Hapilon and Maute’s deaths may have already reached President Rodrigo Duterte. However Malacañang and Defense officials have yet to issue any statement.

Big businesses betting on Dutertenomics

MANILA – Big businesses in the Philippines are investing heavily on the infrastructure projects under the Duterte administration.

Under President Duterte’s ‘Build, Build, Build’ P8-trillion infrastructure program, the President’s economic team has announced a list of projects being offered by the business sector to the administration;

  1. Businessman Andrew Lim Tan, chairman of Alliance Global, proposed to build a monorail from EDSA to the Fort Bonifacio financial center to ease the traffic congestion.
  2. Metro Pacific Investments Corp, headed by Manuel V. Pangilinan, will put up a P8-billion credit line for potential investments. The firm began building the Cavite-Laguna expressway last June.
  3. The Consunji group, one of the leading construction companies in the Philippines, announced recently the construction of a P340-million cement business.
  4. In September, a toll road that connects the North and South Luzon Expressways will be built by Metro Pacific ,and which express interest to run the MRT Line 3 with a P20 “billion rehabilitation plan.”
  5. San Miguel President Ramon Ang is bidding $2-billion flood control project in the National Capital Region.
  6. Another proposed endeavor is the PNR East railway Project, which will start from Quezon Avenue to España Boulevard. This is pushed by Megawide Construction Corp in partnership with East-West Rail Transit Corp.
  7. Also on the planning stage is a P20 billion terminal in the Ninoy Aquino International Airport to be built by business tycoon Lucio Tan.

There are other companies interested in joining the infrastructure bandwagon like cosmetics-maker Ever Bilena and luxury property developer Century Properties and Insular Life.

The infrastructure projects are expected to generate 2 million jobs annually thus bringing in the golden age of construction building, according to government officials.
