CLARK FREEPORT ZONE – Philippine government officials are in a rush to prove that President Rodrigo Duterte keeps his “Golden Age of Infrastructure” promises as they start the construction of new Clark airport terminal earlier this day.
A groundbreaking ceremony was held inside the existing Clark International Airport (CRK) to officially commence the construction of a new airport terminal.
Top government officials came to witness the groundbreaking ceremony. Those present included former President and now Pampanga 2nd District Rep. Gloria Macapagal Arroyo, Senator Richard Gordon, House Speaker Pantaleon Alvarez, Transportation Secretary Arthur Tugade, and Bases Conversion and Development Authority (BCDA) President and Chief Executive Officer Vivencio Dizon
The said new airport terminal covers an area of more than 100,000 sqm, and is expected to have a capacity of 8 million passengers per year.
For Dizon, the new airport terminal is a breakthrough project. Construction immediately began six months after the National Economic and Development Authority (NEDA) had approved the proposal fo the airport terminal, making this project a record holder in the immediacy of implementation.
The new airport terminal will be funded under the Philippine government’s hybrid model. In contrast to the public-private partnership (PPP), the airport terminal will not be fully funded by a private entity. Instead, government agencies will finance its construction and inauguration, and the participation of private entities will be limited to the funding of operations and maintenance costs.
The privilege to finance government projects under the hybrid model is awarded to a private entity after a rigid bidding process. BCDA awarded Clark’s new airport terminal project to Megawide-GMR consortium, which has been a long-time partner of the Philippine government under PPP.
The current administration is eyeing Clark as a wise solution to the problem of Metro Manila’s congestion. Transportation Secretary Arthur Tugade is determined to finish all transportation-related projects before the end of President Duterte’s term so as to prove that the president is keeping his promises.
“Itatali natin itong proyektong ito (new Clark airport terminal) sa tinatawag naTutuban-Malolos, Malolos-Angeles railway,” said Tugade. (We will connect the new Clark airport terminal to the Tutuban-Malolos, Malolos-Angeles railway.)
The said Tutuban-Malolos-Angeles railway is more popularly known as Manila-Clark railway. The government claims that once completed, this rail system can reduce travel time from Manila to Central Luzon in less than one hour.
Senator Richard Gordon is a strong advocate of the development of freeport zones in the country. Gordon himself once chaired the Subic Bay Metropolitan Authority (SBMA).
However, all these are mere preludes to the rise of New Clark City, a metropolis that will be erected on the north tip of the existing freeport zone. Covering an area of 9,450 hectares, this New Clark City is seen as a wise solution to decongest Metro Manila and to cascade development to the countrysides.

After serving as Philippine National Police chief since the start of Duterte’s administration, Ronald “Bato” Dela Rosa has another challenge to take.
This time, Bato Dela Rosa will serve as the new director of Bureau of Corrections, more popularly known as BuCor.
The news was made public last Tuesday by President Duterte himself. Bato Dela Rosa will be fifty-six years old on January twenty-one; thus, forcing him to vacate his post since this is the mandatory retirement age for Filipino policemen.
Still on news about the Philippines, President Rodrigo Duterte, who has been peddling the idea of federalism, said that Filipinos are not yet ready to accept the said form of government.
During a party for the Malacañang press corps, Duterte said he thinks Filipinos are not ready for the federal type.
As for global news, Google has recently released the list of its top searches for 2017.
You’ll not be surprised that majority of the top searches are issues coming from the United States. In fact, Hurricane Irma is the most searched topic on Google, followed by Matt Lauer, whose alleged involvement in harassment cases made him the talk of the town.
The list of most searched topics includes the recent super eclipse witnessed in America and the monkey selfies where macaques took pictures of themselves.
Google also said that Internet surfers showed a lot of interest in how-to’s or articles that teach you how to do creative projects on your own.
CLARK FREEPORT ZONE – Members of the local press held a luncheon on December 13 to celebrate a year well-spent on servicing the public.
The press gathering, dubbed as “Pampanga Media Year-End Fellowship”, was sponsored by the Bases Conversion and Development Authority (BCDA), Clark Development Corporation (CDC), and Clark International Airport Corporation (CIAC).
The three government agencies thanked the media men for their crucial role in promoting the Clark Freeport Zone. As a gesture of support and gratitude to the local press, the presidents and chief executive officers of BCDA, CDC, and CIAC graced the luncheon.
During the recent Association of Southeast Asian Nations (ASEAN) Summit, the local press covered all the related meetings that were held in Clark. More than the ASEAN Summit related meetings, the local press broadcasted the arrival of some world leaders at the Clark International Airport on November 11 and 12.
CDC President and Chief Executive Officer Noel F. Manankil grabbed the opportunity to recount the milestones in Clark’s development as a prime industrial zone. He said that in 2017, around 20 kilometers of road has been constructed in Clark, while the number of locators soared to more than 900.
The executives of the two other agencies, BCDA and CIAC, all called for the media’s fair reporting of what is happening in Clark, especially now that the Philippine government is singling out this freeport zone as a site of infrastructure breakthroughs.
CDC President and CEO Noel Manankil said Clark has surpassed its previous records in investment and infrastructural developments.
BCDA President and CEO Vivencio Dizon thanked the members of the press for their balanced reporting of Clark’s affairs.

Everything in EDSA is now on a slow motion with a new speed limit set by the Metro Manila Development Authority or MMDA just last Wednesday.
The new speed limit is now pegged at fifty kilometers per hour, which is ten notches lower than the previous speed limit. The decision came from the Metro Manila Council or MMC, which functions as the policy-making body of the MMDA.
On the other hand, Facebook is now launching an app that will ensure safe chatting for kids.
Known as Messenger Kids, this new app is made especially for children below 12 years of age. Through this app, a parent can create a Facebook profile for his child. Since the child’s Facebook profile will function as an extension of the parent’s account, all message requests must be approved by the parent before the child can start any communication.
As for entertainment news, the 43rd Metro Manila Film Festival (MMFF) Parade of Stars will be held this year in Muntinlupa, as the city is celebrating its 100th year foundation anniversary.
The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) raised the warning of a developing La Niña while urging all government agencies to “take precautionary measures”.
As with the past instances of La Niña, Philippines will experience a significant increase in rainfall. The development of tropical cyclones will also be more frequent than usual.
PAGASA tagged this brewing La Niña as “weak”. However, it still raised the call for government agencies to prepare as the weather phenomenon can intensify by 2018.
As for the Philippines’ private sector, some efforts are underway to address the effects of worsening climate change.
More private establishments are incorporating disaster preparedness in their structural designs. The SM Supermalls branch in Marikina City, for example, is standing on a higher level as a precautionary measure against flooding.

CLARK FREEPORT ZONE – Filinvest Group hosted a sumptuous gala night on the grounds of Quest Hotel, November 29, 2017.
The gala night was a celebration of Filinvest Group’s success in Clark Freeport Zone. It can be recalled that, in 2016, the said company acquired the then Mimosa Leisure Estate in Clark. Since then, Filinvest developed the sprawling land to build the Quest Hotel and Conference Center.
Guests from all over Clark Freeport Zone came to dine with the executives of Filinvest Mimosa Plus Leisure City. Mr. Patrick Beck, general manager of Quest Hotel and Conference Center Clark welcomed the guests while Ms. Jovita Polloso, president of Filinvest Commercial Centers, talked about her company’s future plans.
The gala night culminated with a symbolic toast led by the heads of Filinvest Mimosa Plus and Quest Hotel.

CLARK FREEPORT ZONE – The Clark Development Corporation (CDC) launched a job fair in a supermall here on November 29, 2017.
With a tagline “Get HOTS (Hired on the Spot), the said job fair saw a large number of applicants vying for employment in Clark Freeport Zone. Almost all companies inside Clark opened booths to accommodate the horde of job seekers.
Applicants, many of them young people, flocked to Clark Development Corporation’s ‘Get HOTS’ job fair.
Many of the applicants were young people who have just graduated from college. The large number of applicants matches the demands of businesses in Clark, especially now that the freeport zone is steadily gaining prominence in Luzon.
Among the guest speakers were Former Armed Forces of the Philippines (AFP) Chief of Staff Benjamin Defensor, Jr. who came and spoke before the applicants.

In August 2017, based on CDC’s presentation to Clark’s investors, the freeport zone had more than 900 locators. These locators were manned by more than 101,000 workers.
Since the current Philippine government is rapidly developing Clark, this number of workers is expected to balloon over the next years.
Also cited in the CDC presentation are the possible novelties in Clark in 2018. In the first-half of 2018 alone, Marriott Hotel and Hilton Hotel are expected to open in Clark.
